Why the System Is Broken

For generations, Congress has accumulated the power to:

The Constitutional Solution

What Is Article V?

Article V of the United States Constitution gives the states and the people a lawful way to propose constitutional amendments when Congress cannot reform itself.


There are two paths to amend the Constitution:


  1. Congress proposes amendments
  2. The states call a convention to propose amendments


The second path exists for moments like this.


An Article V Convention:


  • Can only propose amendments
  • Cannot enact any law
  • Requires 38 states to approve any proposal
  • Cannot bypass the states or the people


This is not a protest movement.
This is the Constitution working as designed.

Why CCEA Exists

Citizens for Congressional Equity and Accountability (CCEA) exists to support an Article V Convention of States and to advance constitutional reforms that:

We work within the Convention of States framework to help ensure that reforms addressing:
